秦川从警察学院毕业后，带着“英雄梦”与“刑警梦”的朋友叶茂生与李文一起返回了故乡，做了一名普普通通的警察。尽管他的理想和现实之间有着天壤之别，但他并没有因此而放弃追求自己的梦想。一次意外，秦川在一次意外中，徒手击溃了一名准备引爆炸弹的匪徒，从此开启了自己的职业警察之路。在他的指导下，他逐步变得成熟起来，接连侦破了数件轰动国内的重大案件。挚友叶茂生在捉拿罪犯的过程中英勇殉职，这让秦川对做警察的职责有了更深的理解。在刑侦界老一辈的教导和鼓舞下，秦川以较高的站位，主动投身于公安机关的变革，投身于刑侦界的发展，带领着他的团队，接连攻克了多个多年未破的大案要案，创建了刑侦界的专门体系，以及三个部门的整合，造就了一支现代化、专业化的刑侦界，实现了他作为一名出色的中国警察的理想。
